Navigating the Changes: Updates to NDIS Group-Based Supports Pricing
The National Disability Insurance Scheme (NDIS) has announced updates to group-based supports pricing, with a transition period ending on December 31, 2023. This update primarily affects providers delivering group-based social and community participation supports as core supports. The new pricing arrangement, introduced in July 2020, is based on the Disability Support Worker (DSW) Cost Model and includes changes to hourly rates, Non-Face-to-Face (NF2F) support, and the introduction of Programs of Support (POS) for up to 6 months.
The transition involves a shift from charging per participant to per group, impacting direct (face-to-face) and Non-Face-to-Face (NF2F) supports. Providers are encouraged to adapt their service offerings to smaller, more tailored groups to meet participants' individual needs. The hourly rate for group activities under the new pricing arrangement is evenly divided among participants, with no provision for different apportionment.
NF2F supports are claimed separately and require pre-agreement with participants. The NDIA emphasises flexibility in claiming NF2F costs, considering individual needs and activities. Documentation of NF2F supports is essential, with different types requiring various forms of evidence.
The update also introduces Center Capital Costs, additional amounts contributing to running and maintaining centers where group supports are delivered. These costs can be claimed separately if relevant.
The Programs of Support (POS) model allows providers and participants to agree on programs of activity for up to 6 months, providing increased certainty around costs. POS is optional, and providers must document the length, exit rules, and intended outcomes of the program.
The transition period allows providers to continue using transitional prices until December 31, 2023, after which full transition to the new pricing arrangement is mandatory. The NDIA highlights that the new pricing approach aims to reflect actual costs and individualise supports, encouraging providers to focus on participant goals and outcomes.
Providers are encouraged to communicate clearly with participants, adapt to the new pricing approach, and leverage its flexibility to better meet the diverse needs of participants in group-based supports.
